A playlist is a list of video or audio files that can be played back on a media player either sequentially or in a specific type of order which is also known as a shuffle. In a general form an audio playlist is a list of songs but can also be songs in a loop. Radio 4 use this if they wanted to fill the scene with sound to make it more comfortable or if they wanted to show off new music which an artist on their show possibly released.
However, this is mainly for the background music, which is on continuous loop meaning that its always playing music till the start from the end.

The play out system is the heart of a modern radio station. It is usually a computer system that is used to record, store and play all the sound content that will be used on your radio station. Think about it like a big professional iTunes or Spotify with a whole bunch of fancy tools designed to make your radio station sound great without you needing to do too much work.
Radio4 use the playout system has in their radio stations, This has been used for over 10 years but it is still constantly changing (and getting better) to provide obvious, powerful features to improve your stations sound.
